For future people: To Activate the Layer Tab for Layer Management do the following:
File(top) > User Preferences > Add-ons(top) > On Left Side under Categories choose "3D View" > Check Box the "3D View: Layer Managment" > Then don't forget to "Save User Settings" on the bottom right corner.
@Mr_Gravey: Thanks, I'd also like to add that if anyone wants to be reminded of the related video. They'll find it in Section 1 chapter 4, at about the 3 minute 10 second mark. :) Aidy.
